Here is what that number means, why the city puts it there on purpose, and what actually changes it at your sink.
Marengo Water Supply draws from Wells #10, #11 and #12, and the 2025 Consumer Confidence Report publishes three disinfection-related numbers. All three sit inside their federal limits, and the running annual average is the figure compliance is judged on.

The report lists no violation for any of the three. Those are the city's published figures, not ours, and we have not adjusted them.
Most numbers in a water report are measured against a maximum contaminant level — an MCL — which is the ceiling for something nobody wants in the water. Chlorine is different. It is measured against a maximum residual disinfectant level, or MRDL, which the EPA defines as the highest level of a disinfectant allowed in drinking water. The EPA pairs that definition with a plain finding: there is convincing evidence that adding a disinfectant is necessary for control of microbial contaminants.
So an MRDL caps something the utility is supposed to be adding. Marengo at 3.8 ppm is operating near the top of that cap, and that is a compliant operating choice, not a failure. The goal value the EPA publishes alongside it, the MRDLG, is 4 — the same number. That is unusual, and it tells you how differently the agency treats a disinfectant residual from a contaminant.
Disinfection does not stop at the treatment plant. Water leaves clean and then travels miles of buried main, service line, hydrant and storage before it reaches a kitchen faucet in Marengo. The residual is the part of the treatment that stays with the water after it leaves the plant — which is exactly what the EPA is describing when it says a disinfectant is necessary for control of microbial contaminants.
That matters more here than in most towns nearby. Marengo's 2025 report states that the alluvial aquifer "was determined to be highly susceptible to contamination," an Iowa DNR determination about how easily surface activity can reach a shallow sand-and-gravel source, not a comment on current quality. The EPA classifies trihalomethanes and haloacetic acids — the TTHM and HAA5 lines above — as byproducts of drinking water disinfection, and sets an MCL for each. Every chlorinated utility in Iowa is therefore balancing two limits at once: keep enough disinfectant in the pipes, keep the byproducts under their MCLs.
Marengo is managing that balance well. TTHM at 38 ppb sits under half of the 80 ppb limit, and HAA5 at 18 ppb is under a third of the 60 ppb limit, even while the chlorine residual runs high. Those are the numbers of a small system paying attention, and the city deserves the credit for them.
This is the part most homeowners never get told. Some Eastern Iowa systems, Cedar Rapids and Robins among them, disinfect with chloramine, which is chlorine combined with ammonia. Chloramine is stubborn: ordinary activated carbon reduces it but not thoroughly, and handling it properly at home takes a full catalytic carbon tank.
Marengo's 2025 report lists its disinfectant residual as chlorine, not chloramine, and ordinary activated carbon is well suited to plain chlorine. Start with a measurement, not a purchase. Chlorine taste is an aesthetic complaint, and the right answer depends on where you notice it: only in a glass of drinking water, or in every shower and load of laundry too.
