Its water follows that geography rather than the state line. The city owns no well, no intake and no treatment plant, and buys every gallon it delivers from Omaha's Metropolitan Utilities District. The unusual part is what happens to the water before it crosses: Omaha genuinely softens it, with lime and soda ash, at all three of its plants. It still reaches Carter Lake kitchens at about nine grains per gallon, which is hard by any published standard.

The federal inventory for IA7812079 lists seven facilities and the interesting thing about them is what is absent: no well, no river intake, no storage tank, no pump station. Facility CC01 is the whole supply — a consecutive connection described as coming from Omaha, Nebraska, seller PWSID NE3105507, flagged as fully treated water. Even the nominal treatment point is named after the Nebraska system, which is as clear a hint as a database gives that no plant exists on this side of the river.
Across Iowa's federal inventory, that arrangement is close to singular. Of the 1,316 consecutive-connection facilities recorded for Iowa systems, only two Iowa PWSIDs name a seller outside the state: Carter Lake, buying from Omaha, and Lewis and Clark Regional Water System, a South Dakota entity that holds an Iowa identifier and serves twenty-five people directly. Plenty of Iowa towns buy their water. Carter Lake is the only Iowa city whose water supplier is an out-of-state utility on its own federal record.
For a homeowner that has one practical consequence: everything you can look up about your own water was recorded by a Nebraska utility and filed under a Nebraska number.
Search the Iowa DNR sample database for hardness at Carter Lake and it returns nothing. Sodium and total dissolved solids return nothing either. That is not a misspelled name or a wrong identifier: the same system name and the same identifier return 190 lead and copper compliance results, all drawn in the distribution system, with sample addresses on Carolina Drive and Holiday. The search works. Iowa simply has no source chemistry to report, because Iowa has no source here to sample.
The Iowa DNR Source Water Protection Tracker says the same thing three ways for PWSID 7812079: water source, purchased surface water; aquifer, no information available; wells, none found. A handful of other Iowa systems that buy all their water return the same empty hardness page, so the blank is not unique to Carter Lake — but it does mean the real number has to come from the utility that made the water.
That is an upgrade rather than a gap. Carter Lake can be described from dated monthly laboratory sheets on finished water rather than from a single grab sample pulled at a wellhead years ago.
Metropolitan Utilities District runs three treatment plants: Florence, on the Missouri River in north Omaha, and Platte South and Platte West, which draw on Platte River alluvial wellfields totalling 86 active wells. All three carry a softening record in the federal treatment database — softening objective, process code 500, described as lime and soda ash addition. That is genuine chemical precipitative softening, the kind that drops calcium and magnesium out of the water as solids, and the recarbonation records that follow it are exactly what a real softening train looks like. The rest of the train differs by plant — permanganate at Platte West, granular carbon and diffused aeration at Florence — so the three are not one identical process.
Here is where residents are usually half right. People in Carter Lake grow up hearing that the city already softens the water, and the utility's own diagram is more careful than that: it labels the stage clarification and softening, and says it removes silt and some of the hardness. Some, not all. The November 2025 finished-water sheets show what is left:
The utility's 2025 annual report gives a system-wide figure of 8 to 13 grains per gallon, averaging 9, and its 2022 report gave the same average with a range of 8 to 12. Those three plants feed one blended, interconnected distribution system, so nobody can point at a Carter Lake tap and say which plant filled it. Florence is the nearest geographically, and it is also the highest of the three, but the honest number to work from is the range.
On the USGS scale, 9 to 10 grains is hard water, and the top of the utility's own range crosses into very hard. Two more figures from the Florence sheet explain what that feels like at home: the finished water leaves at pH 9.04 with a Langelier index of plus 0.88, meaning it is deliberately tuned to deposit a protective film inside the mains. Scale-forming water still carrying nine or ten grains of mineral is the combination that clouds glassware, stiffens laundry and shortens a water heater element's life.
Carter Lake's own three treatment records are all disinfection: chlorination, liquid sodium hypochlorite and chloramines. The city is maintaining a residual on water that arrived finished, and the Florence lab sheet confirms the chemistry — total chlorine 2.09 mg/L with free chlorine at 0.00, the signature of a fully chloraminated supply. Chloramine is not exotic here; the utility notes that Council Bluffs and Lincoln use it too, and that roughly one in five American systems does. What it changes is filter specification. Chloramine is far more persistent than free chlorine, so a carbon stage meant to handle it needs catalytic carbon or a much longer contact time than a standard cartridge gives. Fish tank, aquarium and pond owners are told by the utility to use filtration equipment or treatment products that neutralize chloramine, which pet supply stores stock.
Sulfate is the second. Florence finished water carried 220 mg/L in November 2025, against the EPA secondary standard of 250 mg/L, which exists for taste rather than health. Platte South read 62 and Platte West 72, so this one really does depend on the blend. Ion exchange does not touch sulfate, which is why the drinking tap deserves its own stage here rather than an optional extra.
Sodium is the third, and it is a direct product of the softening. Soda ash is sodium carbonate, so lime-soda ash treatment trades some calcium for sodium: Florence finished water carried 75 mg/L, Platte South 37 and Platte West 31. Sodium is a monitored parameter with no maximum limit, but 75 mg/L is high for a Midwest finished water and worth knowing if a doctor has put you on a sodium-restricted diet. It also answers the usual objection to softeners honestly. Sodium is already in this water before any equipment goes in, and the two ways to manage it are a potassium chloride regenerant in the softener and reverse osmosis at the drinking tap.
Eleven violations sit on Carter Lake's federal record, and every one is non-health-based, tier three paperwork. Eight are monitoring and reporting entries for trihalomethanes and haloacetic acids between December 2017 and June 2022, each with a return-to-compliance date. One is a nitrite monitoring entry from 2022, closed in July 2024. Two are consumer confidence report filings from May 2022 still showing open. No maximum contaminant level has ever been exceeded.
The disinfection byproduct pattern is worth understanding rather than fearing. Chloraminated water sitting in a small, low-turnover distribution system is the classic setting for byproducts to form, and the seller's 2025 report puts the running annual average at 44.4 ppb for trihalomethanes against a limit of 80, and 20.2 ppb for haloacetic acids against a limit of 60. Both averages sit well inside their limits.

None of the above applies to a rural property east of the river, and the contrast is instructive. Carter Lake receives water at 139 to 173 mg/L because a utility spent money removing hardness from it. The same Missouri alluvium underneath neighboring Council Bluffs reads 310 to 560 mg/L raw at the wellhead across nine Iowa DNR samples from Wells 3 through 11, taken between 2009 and 2020. That is 18 to 33 grains — what the local groundwater delivers before anyone treats it.
