Manchester runs its own groundwater system, and the city is unusually clear about its source. Per the 2025 water quality report: "Your water comes from five municipal wells sunk about 300 feet into an underground source of water called the Silurian Aquifer." Five wells at street locations around town, all drawing from the same dolomite formation — that's the whole supply.
The same report is straightforward about that aquifer. A state source water assessment, performed in November 2001 and evaluated in detail by the Iowa Department of Natural Resources, determined the Silurian aquifer is highly susceptible to contamination, because, in the report's words, "the characteristics of the aquifer, and overlying materials provide little protection from contamination at the land surface." The city's stated answer is control of the ground above: per the report, Manchester "owns the land around these wells and restricts any activity that could pollute them."
The other answer is testing, and a lot of it. Per the 2025 report, Manchester "conducted over 500 tests for over 80 contaminants" during the year, and the report's bottom line is that "the Manchester Water Department met all regulations in 2025." Treatment is chlorination and fluoridation: the report lists a chlorine residual range of 0.37 to 2.1 ppm and fluoride between 0.60 and 0.9 ppm. That chlorine is doing the job it's there to do — and it's also why some Manchester kitchens get a faint pool-water note at the tap.
Honest answer: the city's 2025 report doesn't publish a hardness number, so we won't invent one. What the report does tell us is that this is unsoftened deep-well groundwater out of a dolomite aquifer — and dolomite is the rock that puts calcium and magnesium into Iowa water.
