Sergeant Bluff does not make you guess at its hardness. The city prints a number, and the state laboratory agrees with it. The city's Public Works page states it in a single line — “The water hardness runs 25 grains per gallon” — a few sentences after describing a treatment plant built to take out iron and manganese and nothing else. Iowa DNR holds hardness results from three of the four wells now in service, at 440, 450 and 470 mg/L as calcium carbonate, which is 25.7 to 27.5 grains. Two independent sources, about two grains apart, both landing between 2.4 and 2.6 times what the USGS calls very hard.

Two sources, two grains apart

The state figures come from analyte 84 in the Iowa DNR sample portal, run by standard method 2340C. Well #8 was sampled on 27 January 2010 at 440 mg/L, Well #9 on 2 June 2010 at 450 mg/L, and Well #7 on 3 June 2010 at 470 mg/L. All three are well-completion tests, which means they measure raw water at the wellhead rather than the finished water leaving the plant.

That distinction usually matters a great deal, and here it does not. A raw sample only misleads you if something downstream changes the number, and in Sergeant Bluff nothing downstream touches hardness at all. The city says as much itself when it puts 25 grains next to a description of an iron and manganese plant. Its figure, read as delivered water, and the state's raw figures land in the same place.

One honest caveat: there is no finished-water hardness result for this system anywhere in the state portal. We checked the neighboring analytes as well — total hardness in grains, calcium and magnesium hardness, carbonate, non-carbonate and calcium hardness — and every one of them returns nothing for IA9774033. Three raw wells and one line on a city web page is the whole of the public record.

Thirty-six treatment records and not one softening step

EPA SDWIS files 36 treatment records for Sergeant Bluff, spread across three generations of plant. Sorted by what each one is meant to achieve, they come to 17 for iron removal, 13 for manganese removal and 6 for disinfection. The softening objective appears zero times.

The current plant, listed as Plant #3 (2021), runs a short and conventional train: forced-draft aeration to put oxygen into the raw water, pressure filtration through anthracite media to catch the iron and manganese that oxidation drops out, then gaseous chlorination. The two earlier plants also dosed potassium permanganate to oxidize manganese, and the oldest of the three filtered through sand. No lime, no soda ash, no caustic, no ion exchange, no membranes anywhere in the file.

The state's own sampling shows the plant doing its actual job well. Raw iron at the wells runs 1.0 to 3.6 mg/L and raw manganese 0.39 to 1.1 mg/L; finished iron measures below 0.10 mg/L, and finished manganese has come back below 0.02 mg/L on every routine sample at the lab sink from 2021 through 2025. Iron and manganese are the metals that stain a laundry load and a toilet bowl, and Sergeant Bluff deals with them.

Calcium and magnesium are a different problem, and one no Iowa utility is required to solve. Hardness is not a regulated contaminant. The chemistry confirms the treatment file: alkalinity at the four active wells measured 400 to 440 mg/L in both the 2010 and 2015 rounds, and a plant softening with lime would have pulled that figure down hard. It has not moved.

April 2021, when the last pipe from Sioux City closed

Sergeant Bluff sits close enough to Sioux City that for years it could buy finished water from its neighbor, and the federal inventory records exactly when that stopped. The low-pressure-zone connection from Sioux City Water Supply went inactive on 11 March 2020. The high-pressure-zone connection followed on 28 April 2021 — the same day the 2011 plant was retired from the inventory. There is an older record pointing the other way too: a connection carrying Sergeant Bluff water to Sioux City, closed on 17 December 1997.

For a homeowner the consequence is simple. There is no longer any purchased water in the mains to dilute what the local wells produce. Whatever the Alluvial-Dakota aquifer gives up under Woodbury County is what arrives at your meter, minus its iron and manganese, and the hardness signature comes through at full strength. A town that blends supplies can see its hardness drift with demand and season. Sergeant Bluff cannot. That is part of why the city can state one number and leave it there.

Four wells between 248 and 275 feet

The Iowa DNR Source Water Tracker lists the active wellfield as four holes in the combined Alluvial-Dakota: Well #6, drilled 11 December 2004 to 260 feet; Well #8, drilled 27 January 2010 to 265 feet; Well #9, drilled 26 May 2010 to 248 feet; and Well #7, drilled 3 June 2010 to 275 feet. Wells #7, #8 and #9 appear in federal records tagged 2011 because that is the year they entered service alongside the new plant.

The retired half of the wellfield explains a lot of the stale numbers that circulate about this town. Four older wells are plugged — a 1953 Dakota well at 240 feet, a 1981 Dakota well at 245 feet and two 1981 alluvial wells at 120 and 110 feet — and two Devonian wells from 1925 and 1938, at 440 and 455 feet, are listed as not used. Every hardness result quoted above comes from a well that is running today, so none of that history is baked into the range.

It matters for the other chemistry as well. The retired wellfield produced water of a different character, and every figure that follows describes what the wells running today deliver. Sodium at the finished-water lab sink has measured 21 to 25 mg/L across six samples between 2014 and 2024, with 19 to 28 mg/L at the raw wells. Raw dissolved solids measured 520 to 640 mg/L across the four active wells in the 2015 round. Nitrate is a non-issue here: every detected result since 2019 falls between 0.30 and 0.42 mg/L as nitrogen, with several years reported as non-detect, and the plant tap read 0.33 mg/L on 13 April 2026.

The low sodium is worth a note if you are weighing an ion-exchange softener. Softening trades hardness minerals for sodium in proportion to what it removes, and at 25 grains that trade is not trivial — but it starts from a finished-water base of 21 to 25 mg/L.
