Cloudy or milky tap water in Eastern Iowa is almost always tiny air bubbles — nothing more. Cold water under pressure holds dissolved air, and it fizzes out the moment it leaves your faucet. Fill a glass and watch: if it clears from the bottom up, it's air. If it doesn't, it's usually sediment — and that's fixable too.
Before you do anything else, grab a clean, clear glass, fill it from the cold tap, and set it on the counter. Then just watch.
Water utilities across the country teach this exact test. California Water Service puts it plainly: "If it starts to clear from the bottom of the glass first, this confirms that the cloudiness was nothing but air." The Portland Water Bureau gives it a timer: "Fill a glass of water and wait three minutes. If the water clears from the bottom to the top, the discoloration is just tiny, harmless air bubbles in the water."
Bottom-up clearing is the tell because bubbles rise. The micro-bubbles nearest the surface escape first, so a sharp line of clear water climbs from the bottom of the glass to the top. Watch for two other outcomes, though: specks that drift down and collect at the bottom, or a haze that never clears at all. Either one means the cloudiness isn't air — skip ahead to the sediment section below.
The U.S. Geological Survey doesn't hedge on this one: "Cloudy water, also known as white water, is caused by air bubbles in the water," and "It is completely harmless."
Here's the mechanism, courtesy of the St. Louis Water Division: "Much like opening a carbonated beverage bottle, when you release the water to atmospheric pressure by opening the tap, the dissolved air quickly comes out of solution in the form of millions of tiny bubbles, making the water appear cloudy or milky." Your water main is pressurized, pressurized water holds extra air in solution, and your faucet is the bottle cap. Faucet aerators — the little screens on the tip of the spout — stir in even more air on the way out.
So a milky glass of Iowa tap water is basically unflavored seltzer that fixes itself in three minutes.
If your water only turns milky between about November and March, that's the classic pattern. Per the USGS: "Cold water holds more air than warm water." Canton Township's utility in Michigan explains the seasonal link the same way: "Since cold water can hold more dissolved oxygen, this type of cloudiness occurs more often in the winter, when the drinking water is cold."
Iowa water mains are buried below the frost line, so in January the water reaching your house is barely above freezing — and loaded with dissolved air. As that water warms up in your home's pipes and your water heater, the extra air has to go somewhere, and it goes into bubbles. It's also why the hot tap often looks cloudier than the cold one. The St. Louis Water Division notes that this kind of cloudiness "normally occurs during the winter months" and "is not related to the quality or safety of the tap water."
Sediment behaves the opposite way in the glass. Instead of clearing from the bottom up, you'll see fine specks settle downward and collect in a layer at the bottom — or the haze simply never clears. You might also find grit caught in your faucet aerator screens.
This is mostly a private-well story. Sand and silt can get pulled into a well after heavy rain or snowmelt, after well service, or as a well screen wears with age. On city water, sediment is much rarer and usually short-lived — often stirred up by hydrant flushing or a main repair, in which case running the cold tap for a few minutes typically clears it.

One more clue while you're looking at the glass: a white or gray haze points to air or sediment, while an orange or brown tint points to iron. Quick detour, because these two get mixed up all the time: if your drinking glasses come out of the dishwasher looking foggy but the water you pour into them is crystal clear, that's not cloudy water — that's hard water. The white film is dissolved calcium and magnesium left behind when water dries.
Eastern Iowa has plenty of it. Marion's unsoftened city water runs about 18 to 20 grains per gallon, well past the level the USGS classifies as "very hard" (over 180 mg/L, or about 10.5 grains). Cedar Rapids softens at the plant, so tap water there lands around 6.5 to 7 grains. Persistent cloudiness on a private well is different — not scary, just worth a look, because ongoing sediment can signal a change in the well itself. The Iowa DNR recommends testing private wells every year for coliform bacteria and nitrate, and its Private Well Grants program pays for that testing through your county health department, so the lab work is free.
