This is the part worth getting right, because the two categories get confused constantly, and the difference is the whole story.
EPA's Safe Drinking Water Information System records two very different kinds of nitrate violation. A health-based MCL violation means a sample came back above the limit. A monitoring and reporting violation means the required sample or the required paperwork did not reach the state on schedule. Walcott's entry is the second kind: violation category MR, contaminant 1040, compliance period beginning 2024-01-01, returned to compliance 2025-01-30. The system is listed back in compliance, and no nitrate exceedance is attached to it.
For contrast, and in the same county: Princeton took the other kind. SDWIS records a health-based nitrate MCL violation of 12.1 mg/L there (contaminant 1040, violation code 01) on a compliance period beginning 2024-09-01, with a return to compliance on 2024-10-04. Two small Silurian-well systems, two entirely different entries in the same table, both now closed out.
One more piece of context worth having. Since 2018, the SDWIS violation table holds four entries total for Scott County community water systems — Walcott's, two at Princeton, and a Lead and Copper Rule monitoring entry at Eldridge. Three of the four are nitrate. That is the reason nitrate sampling gets attention on small well systems here, and it is also why a monitoring entry is worth reading carefully instead of skimming the word "violation" and stopping.
Iowa State University Extension notes that nitrate is odorless and tasteless — you cannot learn anything about it from the glass — and that reverse osmosis, distillation and anion exchange are the methods that remove it. Walcott is a small system doing an unusually big job. Roughly 1,556 people live here, but Walcott Waterworks also supplies most of the Iowa 80 Truckstop — the world's largest — and the businesses around it, through nearly 17 miles of water main and a 500,000-gallon tower. The Truckomat Corporation next door runs its own separate non-community system, IA8285200, serving 1,794 people. For a town of this size, that is a lot of distribution to keep chlorinated, pressurized and sampled.
The treatment plant that came online October 21, 1997 handles what Silurian dolomite water actually throws at a utility: aeration and filtration for iron and manganese, sodium hypochlorite for disinfection, and ortho-poly phosphate to sequester what filtration leaves behind and protect the pipes. The retired Plant #1, which served Well #3, added permanganate for manganese. Every one of those steps is aimed at iron, manganese, disinfection or corrosion control. None of them is aimed at hardness.
That is not a Walcott quirk. Querying the SDWIS treatment table for softening across every PWSID beginning IA82 returns no community system in Scott County at all — the only hits are golf courses, campgrounds and mobile-home parks running point-of-entry units. We will not invent one, and we will not lend you a neighbor's. Hardness has no primary or secondary EPA limit, so it is not a required line in a Consumer Confidence Report, and Walcott's CCR does not report it. The Iowa DNR sample portal returns no total-hardness records for Walcott either. The only genuinely published hardness figures anywhere in Scott County come from Iowa American Water's "Typical Water Quality" sheets, and those cover its own systems, not Walcott's wells.
