Most Iowa towns hand you deep well water and leave the hardness to you. West Liberty did the opposite. The city's own water department page lays out the sequence: two Jordan Aquifer wells with 750,000 gallons per day of capacity; a 2014 plant upgrade that added "a treatment process consisting of aeration and sand filtering that removes iron and magnesium from the water"; and then, in 2017, the plant was upgraded to a Reverse Osmosis Water Treatment Facility.
That matters for what you should buy. If a company knocks on your door in West Liberty selling a water softener on the strength of "Iowa water is the hardest in the country," they either have not read your city's water page or they are counting on you not to have. The city's position is that the RO plant reduced the need for individual softeners — and we are not going to argue with your utility to sell you a tank.
What we do install here is the layer the municipal plant is not designed to be: the final barrier at your kitchen sink, and filtration for what happens between the plant and your house. Municipal water is disinfected for the trip through 25 miles of main; taste, odor and anything picked up in your own plumbing are point-of-use questions. Note also that West Liberty does not mail its water quality reports — the city states copies can be requested at city hall.

Outside the city limits the picture flips completely. A private well gets no RO plant, no aeration, no operator, and no annual report — it gets whatever the aquifer and the land above it deliver. The Iowa DNR recommends testing every year for bacteria and nitrate, and Iowa's Private Well Grants program covers free county lab testing through your county environmental health office.
