Full disclosure first: Kind Water Co is one of the companies you will be comparing. We are a family-owned business founded in 2021 and based in Marion, Iowa, about 63 miles from Davenport in a straight line. We sell and install softeners, whole-home filtration and reverse osmosis systems in Scott County, Iowa and Rock Island County, Illinois, through licensed local plumbing professionals we vet, schedule, and stand behind. That makes us the wrong people to rank competitors, so this page does not. It sets out what the four river utilities publish, the kinds of companies you will compare, the questions that separate one quote from another, and our installed prices.
One wrinkle is purely local: the first question, whether to soften and by how much, has a different answer depending on which of the four river plants supplies your tap.
Davenport, Bettendorf and the Iowa side. Iowa American Water treats Mississippi River water at East River Station for a system EPA's SDWIS database lists as serving 147,720 people (IA8222001). Its 2019 Typical Water Quality sheet lists total hardness of 136 to 350 mg/L, which the sheet itself prints as 7.9 to 20.4 grains per gallon. The 2025 annual water quality report prints no hardness figure, and the treatment it describes includes no softening step; EPA's treatment records list no softening objective either. The top of that range is roughly two and a half times the bottom, so a softener sized from a single reading can be undersized for the hard end of that range. Moline. Of the four river plants, Moline's is the only one that documents softening. Its 2025 water quality report lists softening among the plant's 12 treatment processes, and the city's plant diagram, updated in 2015, describes lime going into cone-shaped clarifiers, where nearly half of the dissolved calcium and magnesium comes out. How hard the water is after that step is not published: none of Moline's 2023, 2024 or 2025 reports has a hardness row, and none of the 106 analytes Illinois EPA's Drinking Water Watch lists for Moline is hardness, calcium or magnesium. Rock Island and East Moline. Rock Island draws river water through an intake built into Lock and Dam 15, and its 2025 report describes no softening step and gives no hardness figure. East Moline's 2025 report documents no softening step and no hardness figure either, though EPA's records list a lime and soda ash addition process there, filed under iron removal. So the question changes with the plant. On Iowa American Water it is how large a softener should be and how it is set. In Moline it is whether enough hardness survives the plant's lime step to be worth treating. In Rock Island and East Moline, a test comes before any recommendation. These are categories, not a ranking. We have not named local businesses: a list from us would be a competitor's list, and we could not confirm each company's current brands, service area and terms. One more worth asking: which standard is the equipment certified to, and for what? Our softeners are built from NSF/ANSI 44 certified components. Our reverse osmosis systems are certified to NSF/ANSI 58 for total dissolved solids reduction only; they are not certified for nitrate, PFAS, lead or radium, and we do not claim they remove them.
The right utility. The 136 to 350 mg/L range describes Iowa American Water only. A Rock Island or East Moline quote built on it is quoting another city's water, and a Moline quote built on it ignores the plant's lime softening.
Moline's head start. In Moline a softener is worth buying only if the hardness left at your tap is worth treating. For some homes the fit is reverse osmosis at the kitchen sink alone, $800 with a tank or $900 tankless; our Quad Cities reverse osmosis guide compares the two.
Chloramine and the carbon tank. Iowa American Water, Moline, Rock Island and East Moline all report chloramine disinfection. If a quote includes whole-home carbon, ask which media is in the tank, because standard and catalytic carbon are not the same. Our whole-home softener with carbon is $2,500, and on city water a catalytic carbon upgrade adds $150, or $225 on an XL system.
What a softener is for. Hardness: scale on fixtures, spotted glassware and soap that will not lather. A softener is not a treatment for lead, nitrate or the other things a certified lab tests for.
Private wells beyond the city lines. Homes on private wells in rural Scott and Rock Island counties get none of this plant treatment. Start with a certified lab test for bacteria and nitrate. After that, a well dual-tank system starts at $3,450, or at $3,800 with tank reverse osmosis; a pre-sediment filter is $500; and UV is $700, a supplemental step that is never the fix for a contaminated well. Travel is $1 a mile past the first 50 miles from Marion, and the Quad Cities are past that line: in a straight line from Marion, Davenport is about 63 miles, Rock Island 64, Bettendorf 66 and Moline 67, and the drive is longer. A Quad Cities quote shows the travel charge in writing before you agree to anything.
Call a national dealer, an independent, a plumbing contractor and us, then compare the same four numbers: total installed cost with travel included, the warranty as written, the price of a service call in year six, and who owns the equipment at the end of any rental or financing term. Then check which water each quote was built on: Iowa American Water, Moline, Rock Island, East Moline or a private well. We won't rank them. Kind Water Co competes for the same Quad Cities jobs, so any order we put them in would be a sales pitch, not a comparison. The field in Davenport, Bettendorf, Moline and Rock Island is national dealer networks such as Culligan, independent local dealers, plumbing and heating contractors, boxed units from big-box stores, and Kind Water Co. Ask each the same things: total installed price, who installs, warranty terms, year-six costs and what they measured.
It depends on which plant supplies your tap. Iowa American Water, which serves Davenport, Bettendorf, LeClaire, Riverdale and Panorama Park, puts total hardness at 7.9 to 20.4 grains per gallon (136 to 350 mg/L) on its 2019 Typical Water Quality sheet, and it does not soften. Moline, Rock Island and East Moline publish no finished-water hardness figure, so a test at your own tap is the number to size from.

The Quad Cities are more than 50 miles from our Marion base, so travel past the first 50 miles is added at $1 a mile and shown in writing before you agree. Ask every company for a written installed total, not a monthly figure.
Both are on offer in the Quad Cities. The Culligan Quad Cities site we checked in September 2026 offers to buy, rent or finance, and says its rentals include routine maintenance and repair in the monthly payment, so a rental quote and a purchase quote are not priced on the same basis. Compare what you pay over the whole term: how many months, what every payment adds up to, whether the equipment is yours when the payments stop, and what the monthly amount changes to once any promotional period ends.
