Water Softeners and Drinking-Water Systems in Carbon Cliff, Illinois

Carbon Cliff’s water record centers on radium. EPA SDWIS lists four combined radium maximum contaminant level violations at the village’s treatment plant for Wells 1 and 2, for quarters from late 2017 through late 2024, each at a running annual average of 6 pCi/L against the 5 pCi/L limit. The most recent, for October to December 2024, returned to compliance on June 11, 2025. The village has been working toward buying water from East Moline instead, but its 2025 water quality report still lists the four village wells as its source.

Radium at the Wells 1 and 2 plant

All four radium violations are recorded at the plant SDWIS names “TP 01-Wells 1 & 2”, and Wells 1 and 2 share the address 100 1st Avenue in the 2025 report. Of the village’s four wells, only Well 1 is described as deep bedrock in the Illinois EPA fact sheet, at 1,105 feet; Well 2 is 300 feet, and Wells 3 and 4 on Orchard Lane are 414 feet. The treatment record for the TP 01 plant is slat-tray aeration, hypochlorination and fluoridation, with nothing filed under a radionuclide-removal objective.

The 2025 report lists combined radium with a highest level of 6 pCi/L and a range of 2.01 to 6.57 pCi/L. Its violation table includes a public notice violation from February 16 to March 14, 2025, which the village says relates to notice about the combined radium MCL violation; it adds that notice was issued and no further action is required. SDWIS also lists routine radium and gross alpha monitoring violations, a July 2021 chlorine and coliform monitoring pair, a lead and copper follow-up sampling violation from late 2022 and a 2023 consumer confidence report violation, all returned to compliance.

The East Moline connection is still being built

The switch has a paper trail. East Moline advertised bid EM#025-2022 for the “Carbon Cliff Water Interconnect” on July 20, 2023, closing August 15, 2023. In the village board’s July 2, 2024 minutes, the water operator’s monthly update said the plant only needed to last until the fall for the new hook-up, that the EPA would require additional samples once the village began purchasing from East Moline, and that the existing wells would have to be capped.

By the Public Properties and Works Committee agenda of November 10, 2025, the village still needed a pit near the railroad, a booster on Valley View and phase 2 of the IL-84 water main before connecting to East Moline. The same agenda quotes the City of Moline as interested in intergovernmental cooperation, with an agreement discussion expected “mid-next year”. Until a new source is recorded, the four wells are what reaches Carbon Cliff taps. The Silvis record, for its part, already lists an emergency interconnection with Carbon Cliff.
